India is set to implement a major update to its vehicle emission standards, with new guidelines from the Ministry of Road Transport and Highways (MoRTH) that will come into effect from April 2027. This change is expected to bring more accurate testing methods, improve fuel efficiency data, and help reduce emissions, marking a significant step in India’s commitment to environmental sustainability.
The new standards will apply to M1 and M2 vehicles. M1 vehicles are cars designed to carry up to eight passengers, such as hatchbacks, sedans, and smaller SUVs used for personal transport. M2 vehicles, on the other hand, are larger passenger carriers like minibuses and small commercial vans, designed to carry more than eight passengers but with a maximum weight of five tons.

The biggest change comes with the introduction of the Worldwide Harmonised Light Vehicles Test Procedure (WLTP), a global standard already used in Europe since 2018. The WLTP will replace India’s current Modified Indian Driving Cycle (MIDC), which has been criticised for not accurately reflecting real-world driving conditions. Unlike the MIDC, WLTP aims to provide a more realistic measure of a vehicle’s performance on the road, including its fuel consumption, emissions, and electric vehicle range.
Under the new framework, all BS-VI compliant vehicles will undergo testing based on the WLTP cycle. The tests will measure emissions of carbon monoxide (CO), hydrocarbons (HC), nitrogen oxides (NOx), particulate matter (PM), and particle number (PN). These measurements will be more representative of actual driving conditions, giving manufacturers and consumers a clearer picture of a vehicle’s environmental impact.
For consumers, the WLTP offers more accurate information on fuel consumption and electric vehicle range, helping buyers compare vehicles more effectively. This will reduce the gap between advertised fuel efficiency and real-world performance, making it easier for customers to make informed decisions.
From an environmental perspective, the WLTP plays a key role in enforcing CO2 reduction targets. By connecting lab results with real-world emissions, the new testing method ensures that manufacturers adhere to stricter environmental standards. This helps drive efforts to combat climate change and curb air pollution.
One important change brought by the WLTP is the vehicle certification process. Under this new system, every configuration of a car model — including different weight variants, aerodynamics, and optional features — will undergo separate testing. This ensures that no vehicle’s emissions are underestimated, closing loopholes in the old testing system.
India’s adoption of BS-VI emission norms in 2020 was a huge step towards improving air quality. Now, by combining BS-VI limits with WLTP testing, the government aims to make emissions measurements even more accurate, aligning with global standards. This move also has an impact on Corporate Average Fuel Efficiency (CAFE) norms. The Bureau of Energy Efficiency (BEE) plans to transition to WLTP-based CAFE standards starting March 31, 2027, which will further align India’s fuel efficiency testing with international practices.
