Delhi to restrict non-BS6 vehicles from November 1. ‘No PUC, No Fuel’ rule to be enforced. Municipal parking fees to double.
Delhi will restrict the entry of vehicles registered outside the national capital that do not meet BS6 emission standards from November 1, 2026. The restriction will remain in place until January 31, 2027, as part of the city’s winter pollution control measures.
Announced by Chief Minister Rekha Gupta on October 20, the move aims to curb vehicle emissions during the winter pollution season. The government has also announced a ‘No PUC, No Fuel’ rule, higher parking fees and changes to office timings under its wider Winter Action Plan.
The new restriction will apply to vehicles registered outside Delhi that do not comply with BS6 emission standards. If your vehicle is registered in another state and does not meet BS6 norms, you may not be allowed to enter Delhi during the restriction period.
However, electric vehicles, CNG vehicles and vehicles used for essential services are exempt from the entry ban. The restriction will run from November 1, 2026, to January 31, 2027. Delhi’s wider Winter Action Plan will continue until February 28, 2027.

Delhi will also enforce a ‘No PUC, No Fuel’ rule at fuel stations across the city. Under this measure, vehicles without a valid Pollution Under Control (PUC) certificate will not be supplied petrol, diesel, CNG or LPG. Vehicle owners should check their PUC certificate before visiting a fuel station. Those with expired certificates will need to renew them to avoid inconvenience.
The winter pollution measures will also affect parking costs. Parking fees at authorised municipal parking facilities will be doubled. However, parking lots operated by the Delhi Metro Rail Corporation (DMRC) will not be included in the fee increase. The move is part of the government’s wider plan to manage traffic and reduce vehicle emissions during the winter months.
To reduce peak-hour congestion, the government has announced staggered office timings and a 50% work-from-home arrangement across public and private offices.
The announced timings for government offices are:
The staggered schedule is intended to spread traffic across different hours and help reduce congestion on busy roads.
If you plan to drive into Delhi during the winter months, check your vehicle’s emission standard and registration details before travelling. Vehicles registered outside Delhi that do not meet BS6 norms will be affected by the entry restriction, unless they qualify for an exemption. Also, make sure your PUC certificate is valid, as the ‘No PUC, No Fuel’ rule will apply at fuel stations across the city.
The government has urged residents to use public transport, including Metro services and electric buses. Carpooling and last-mile connectivity have also been encouraged to help reduce the number of private vehicles on Delhi’s roads.
